Peer-Review

The following regulations shall apply to review of any manuscript submitted for publishing in Uchenye zapiski Kazanskogo universiteta. Seriya Gumanitarnye Nauki (hereinafter referred to as the Journal):

  1. General Guidelines

All manuscripts submitted to the Journal are subjected to editorial precheck and single blind peer reviewing (any information about the Reviewer is confidential to the Author).

Only highly professional specialists recognized for their competence and scholarly background within the framework of the reviewed manuscript can act as the Reviewers. The Author/Co-Author of the manuscript cannot take the responsibility of the Reviewer.

  1. Reviewing Arrangements

The Secretary of Journal within 10 days notifies the Authors of the manuscript receipt.

Once the manuscript has been received, the review process is limited to 2–4 months. However, the Editorial Board retains the right to set deadlines for reviewing on a case-by-case basis.

The process of reviewing is carried out in several stages: a) At the first stage, the Reviewer evaluates the manuscript from the point of its compliance with the Journal profile, scientific rigor, and formatting; b) At the second stage, the content of the manuscript is analyzed in relation to its compliance with the declared title, clear formulation of the objectives and methods used to achieve them, novelty and relevance of the obtained results, personal contribution of the Author to solution of the research problem, correct interpretation of the obtained data and their relevance, sufficient validity of the presented conclusions. Furthermore, the Reviewer notes all inaccuracies, errors, and technical mistakes, as well as thoroughly studies the abstract quality, completeness of the list of references and its compliance with the studied problem.

The results of the reviewing are described in a justified conclusion:

  • recommended for publishing unaltered;
  • recommended for publishing after correction of the deficiencies noted by the Reviewer;
  • recommended for publishing after correction of the deficiencies and repeated reviewing;
  • not recommended for publishing;
  • recommended for publishing in another journal.

The decision to publish the manuscript rests ultimately with the Editor-in-Chief on the basis of the feedback provided by the Reviewer. When stumbling upon the negative review, the manuscript is not published or returned to the Author. In case of the positive review, the final decision to publish the manuscript is made by the Editorial Board of the Journal. The Secretary or the Deputy Editor-in-Chief must inform the Author about the decision of the Editor-in-Chief and the Editorial Board and provide them with a copy of the review.

  1. Review Format

The review is written by filling in the form recommended by the Editorial Board. The review shall be signed by the person who performed it.

  1. Storage and Handling of Reviews

The original versions of all reviews should be stored in the editorial office for 5 years from the date of publication of the manuscript. Their copies can be sent at request to the Ministry of Education and Science of the Russian Federation.

Publishing Ethics

The success of individual research projects and science as a whole depends, to a great extent, on commitment to the highest ethical and legal standards, which have been adopted by the academic community relative to publication of research outcomes and rely on the following sources: the Code of Publishing Ethics developed by the Committee on the Ethics of Scientific Publications (Russia, Moscow); the Code of Conduct and Best Practice Guidelines for Journal Editors and the Code of Conduct for Journal Publishers elaborated by the Committee on Publication Ethics (COPE).

In line with these documents, the Editorial Board of Uchenye Zapiski Kazanskogo Universiteta. Seriya Gumanitarnye Nauki (hereinafter referred to as the Journal) subscribes to the ethical guidelines, compliance with which is mandatory for all sides involved in the process of publishing of research materials (Editors, Authors, Reviewers, and Publishers).

The Editors are directly responsible for prevention of publication malpractice. All articles that fail to meet the below standards, i.e., if some kind of malpractice or unethical behavior are discovered at any stage (even after the publication), will be immediately removed from publication.

  1. Editorial Board

The Editors have the following general responsibilities:

1.1. The Editor is bound to consider all materials of the manuscript submitted by the Author. The final responsibility for accepting or rejecting the manuscript (based on its relevance, integrity, and fitting into the journal profile) without any personal and ideological favoritism or malice rests with the Editor;

1.2. The Editor should treat the Author respectfully, regardless of their sex, racial affiliation, and other subjective qualities;

1.3. The Editor is obligated to observe the intellectual property rights of the Authors by keeping in confidentiality all data provided in the manuscript without using them for personal purposes or transferring to the third parties;

1.4. The Editor should exclude from publishing all plagiarized or falsified materials, as well as take serious steps in case of redundancy and false attribution of authorship;

1.5. The Editor ensures confidentiality and anonymity of the review process;

1.6. The Editor should invite only highly professional specialists as the Reviewers.

  1. Authors

The Author is a person who has made a worthy contribution to the process of research or interpretation of its results. The Author submitting their manuscript for the purpose of publishing and distribution in the scientific community should strive to comply with the following rules:

2.1. The Authors should rely upon exceptionally accurate and actual data, as well as their unbiased interpretation without permitting any false or fraudulent claims about the obtained results;

2.2. The Authors are not allowed to submit the same manuscript to any other journal for publication, in whole or in part, when it is being considered by the Journal. In addition, they should not participate in multiple and redundant publications, which is regarded as self-plagiarism;

2.7. As the Editor makes the final decision to publish the manuscript, the Authors retain their copyright without restrictions and agree with the transfer of the right to publish and distribute their published work (in print and electronic versions), as well as with that the bibliographic data will be included in the science citation databases and the full text will be freely available in the Scientific Electronic Library eLIBRARY.RUCyberleninka Library, and Journal's website.

  1. Reviewers

3.2. The Author/Co-Author of the manuscript cannot act as the Reviewer;

3.3. If the Reviewer recognizes that either the manuscript is not related to their scholarly background or the time allocated for review is not enough, it immediately sets the ground for refusal;

3.4. When reviewing the material submitted for publication, the Reviewers are obligated to be objective in their evaluation of the manuscript. All suggestions and judgements should be based on the relevance, integrity, and originality of the results of research performed by the Author. Any critical statements of a subjective nature arising from personal attitudes to the Author or other reasons are not acceptable;

3.5. The Reviewers should disclose all conflicts of interest that may arise;

3.6. The Reviewer is not allowed to keep any copies of the manuscript or transfer the materials under review to any other side. The manuscript cannot be used for personal research purposes prior to its publication unless special permission is obtained from the Author;

3.7. The Reviewer ensures that the manuscript is coherently written and contains all references to the cited or used works;

3.8. The Reviewer should support their conclusions about the manuscript, thus ensuring that the Author and the Editor understand the basis of all comments and judgements;

3.9. The Reviewer should point out if the manuscript bears considerable similarities to the works published earlier, i.e., report on plagiarism.

  1. Conflict of Interests

All participants of the publication process (authors of manuscripts, editorial board, and reviewers) must disclose any conflict of interests caused by potential competition, as well as their personal or other attitudes, etc. Authors are directly responsible for peaceful settlement of all conflicts that occur during manuscript preparation.
