International legal framework for environmental safety in marine dumping of waste and other matter: History and current trends

Abstract
With the adoption of the United Nations Convention on the Law of the Sea in 1982, many countries have placed the development of a reliable and effective system for protecting the marine environment, including its waters and resources, from various pollutants on their environmental agenda. However, despite all the measures attempted thus far at the international and local levels, the volume of pollutants received and assimilated by the marine environment increases annually, thus threatening global sustainable development and well-being in the future. This article examines the past and current problems of marine pollution resulting from dumping waste or other matter into the marine environment. The international legal cooperation in the field of marine pollution control, driven by the urgent need for a complex approach to address global environmental change caused by accelerated economic growth, urbanization, industrial production, and general anthropogenic pressure on ecosystems, is discussed. The methods used during the study include historical and chronological analysis of existing international legal acts, theoretical and methodological interpretation of sustainable development principles, and comprehensive investigation of the impact of economic growth and industrial activity on environmental conditions.
